Paper Bag Bans, Fees and Taxes


International Paper is a leading manufacturer of Kraft paper bags with bag manufacturing facilities in California, Oregon, and Texas. International Paper believes that paper bags are an environmental success story, and clearly differentiated from plastic bags. Paper bags are renewable, compostable, recyclable and reusable, with a great end of life story.  An increasing number of state and local governments are introducing legislation that would ban plastic or paper bags, or put significant fees on our product. The truth is paper is not part of the problem. Paper bags are advantageous for retailers and consumers because they are convenient, practical and easy to use. Paper bag taxes and bans only discourage use of recyclable products and increase costs for customers.
